Pay attention: Many new state laws take effect today



RICHMOND (Free Lance-Star)

--Today marks the day that most of the 884 bills passed by the General Assembly become law.

Some bills, like the one repealing last year's highly unpopular abusive driving fees, had an emergency clause that made them law when Gov. Tim Kaine signed them. And others, like Del. Bobby Orrock's bill to outlaw "puppy mills" by requiring large-scale dog breeders to be locally licensed, don't take effect until next year.

But for the most part, the changes made by legislators go into effect today. Here is a partial list; the full list can be found at legis.state.va.us (scroll down to "session tracking," then make sure you're in the 2008 regular session, not the two special sessions, then click on "statistics" and then "approved" to get the entire list).
